The Board of Directors of the Mohammed Bin Rashid Space Center, MBRSC, held a meeting chaired by Talal Humaid Belhoul, Vice President, MBRSC to discuss developments related to future projects at the Center, aligned with the strategic plan of the UAE’s National Space Program. The meeting was attended by Hamad Obaid Al Mansoori, Chairman, MBRSC, Yousuf Hamad AlShaibani, Director-General, MBRSC, along with the members of the Board of Directors, Mohammad Abdullah Alzaffin, Mansoor Juma Buosaiba, Mohamed Saif Al Meqbaali, and others.

During the meeting, Belhoul was briefed on the reports of the MBRSC’s current projects, strategy and plans that endeavor to support the country’s strategy in the space sector and its contributions to other sectors, within the UAE’s National Space Program. Belhoul appreciated the efforts of the work done by the team at the center and the support they provided to government agencies and vital sectors in the UAE.

Stressing on the importance of the Center’s role in actively contributing to the promotion of space exploration in the UAE, he said, “Space is a competitive arena for scientific knowledge, and we are proud that the UAE is one of nine countries in the world that has an active space program. We have achieved a lot in this short span, but we have much more to accomplish. We will work towards achieving the vision of the wise leadership of the UAE to be one of the leading countries in terms of knowledge and scientific achievements.”

In Korea, scientists are turning to better ways for improving our screen time, and this means 3D printing something most of us know little about: quantum dots. Focusing on refining the wonders of virtual reality and other electronic displays even further, researchers from the Nano Hybrid Technology Research Center of Korea Electrotechnology Research Institute (KERI), a government-funded research institute under National Research Council of Science & Technology (NST) of the Ministry of Science and ICT (MSIT), have created nanophotonic 3D printing technology for screens. Meant to be used with virtual reality, as well as TVs, smartphones, and wearables, high resolution is achieved due to a 3D layout expanding the density and quality of the pixels.

Led by Dr. Jaeyeon Pyo and Dr. Seung Kwon Seol, the team has published the results of their research and development in “3D-Printed Quantum Dot Nanopixels.” While pixels are produced to represent data in many electronics, conventionally they are created with 2D patterning. To overcome limitations in brightness and resolution, the scientists elevated this previously strained technology to the next level with 3D printed quantum dots to be contained within polymer nanowires.

Since OpenAI first described its new AI language-generating system called GPT-3 in May, hundreds of media outlets (including MIT Technology Review) have written about the system and its capabilities. Twitter has been abuzz about its power and potential. The New York Times published an op-ed about it. Later this year, OpenAI will begin charging companies for access to GPT-3, hoping that its system can soon power a wide variety of AI products and services.


Earlier this year, the independent research organisation of which I am the Director, London-based Ada Lovelace Institute, hosted a panel at the world’s largest AI conference, CogX, called The Ethics Panel to End All Ethics Panels. The title referenced both a tongue-in-cheek effort at self-promotion, and a very real need to put to bed the seemingly endless offering of panels, think-pieces, and government reports preoccupied with ruminating on the abstract ethical questions posed by AI and new data-driven technologies. We had grown impatient with conceptual debates and high-level principles.

And we were not alone. 2020 has seen the emergence of a new wave of ethical AI – one focused on the tough questions of power, equity, and justice that underpin emerging technologies, and directed at bringing about actionable change. It supersedes the two waves that came before it: the first wave, defined by principles and dominated by philosophers, and the second wave, led by computer scientists and geared towards technical fixes. Third-wave ethical AI has seen a Dutch Court shut down an algorithmic fraud detection system, students in the UK take to the streets to protest against algorithmically-decided exam results, and US companies voluntarily restrict their sales of facial recognition technology. It is taking us beyond the principled and the technical, to practical mechanisms for rectifying power imbalances and achieving individual and societal justice.

Between 2016 and 2019, 74 sets of ethical principles or guidelines for AI were published. This was the first wave of ethical AI, in which we had just begun to understand the potential risks and threats of rapidly advancing machine learning and AI capabilities and were casting around for ways to contain them. In 2016, AlphaGo had just beaten Lee Sedol, promoting serious consideration of the likelihood that general AI was within reach. And algorithmically-curated chaos on the world’s duopolistic platforms, Google and Facebook, had surrounded the two major political earthquakes of the year – Brexit, and Trump’s election.

Ahead of a likely ban on the US federal government’s use of Chinese-made quadcopters, including popular DJI drones, the Department of Defense has approved the products of five US-based unmanned air vehicle (UAV) makers for government use.

Those companies are Altavian, Parrot, Skydio, Teal and Vantage Robotics.

Small UAVs from these manufacturers have been deemed cyber-secure by the Pentagon – not vulnerable to backdoor spying that some suspect might be possible from the video cameras and other sensors attached to Chinese-made DJI drones. The US Congress is considering banning the US federal government from using foreign-made drones as part of its 2021 National Defense Authorization Act.

Fleet operator SES on Aug. 20 said it selected SpaceX to launch four recently ordered O3b mPower broadband satellites.

SES’s four-satellite expansion order, announced Aug. 7, further increased its launch needs.

SES has now grouped the satellites into trios for the first three Falcon 9 launches, scheduled for the third quarter of 2021, the first quarter of 2022, and the second half of 2022. The last two satellites are projected to launch in the second half of 2024. Each mission will take place from Cape Canaveral, Florida.

The O3b mPower constellation is designed as a multi-terabit global network capable of aiming gigabits of Ka-band capacity at customers in aviation, government, energy and other sectors. The constellation builds off of SES’s current O3b fleet of 20 satellites built by Thales Alenia Space.


WASHINGTON — Fleet operator SES on Aug. 20 said it selected SpaceX to launch four recently ordered O3b mPower broadband satellites.

The agreement means SpaceX will launch all 11 of SES’s O3b mPower satellites to medium Earth orbit across four Falcon 9 launches. Boeing is building all 11 mPower satellites.

SES chose SpaceX in 2019 to launch seven O3b mPower satellites on two Falcon 9 missions in 2021. As the O3b mPower program matured, however, SES realized a max of three O3b mPower satellites could fit on a single Falcon 9, necessitating at least one more launch.

Research has shown that bacteria are surprisingly resistant organisms, both on Earth and in space, especially when they form ‘biofilms’. The relative isolation of astronaut crews poses a particular challenge to the field of biohazard management and this will only increase for future missions to the Moon and Mars. This article, based on a presentation at the Asgardia Space Science & Investment Congress (ASIC) in Darmstadt, Germany, in October, explains some of the issues and describes the state of play in this research.


The potential of ionising radiation to manage biofilm contamination.

Nearly three-quarters of older adults with dementia have filled prescriptions for medicines that act on their brain and nervous system, but aren’t designed for dementia, a new study shows.

That’s despite the special risks that such drugs carry for older adults—and the lack of evidence that they actually ease the dementia-related behavior problems that often prompt a doctor’s prescription in patients with Alzheimer’s disease and related disorders. In fact, some of the drugs have been linked to worse cognitive symptoms in old adults.

The study looks at several classes of psychoactive drugs, including ones that the federal government has actively encouraged nursing homes to limit using in residents with dementia. The new study suggests a need to reduce prescribing to people living at home with dementia, too.

WASHINGTON (Reuters) — Chinese government-linked hackers targeted biotech company Moderna Inc, a U.S.-based coronavirus vaccine research developer, this year in a bid to steal data, according to a U.S. security official tracking Chinese hacking.

China on Friday rejected the accusation that hackers linked to it had targeted Moderna.

Last week, the U.S. Justice Department made public an indictment of two Chinese nationals accused of spying on the United States, including three unnamed U.S.-based targets involved in medical research to fight the novel coronavirus.

As one of the leaders in developing a COVID-19 vaccine, Moderna signed a contract worth up to $1.525 billion with the U.S. government to supply 100 million doses of mRNA-1273, the company’s experimental COVID-19 vaccine.

The agreement also includes incentive payments for hitting a production schedule. Moderna had a previous award of up to $955 million from BARDA for the development of the vaccine to licensure, which brings the U.S. government’s commitment for early access to the vaccine up to $2.48 billion. The U.S. government, as part of Operation Warp Speed, also can acquire another 400 million doses.

As part of this deal, the U.S. government says Americans will receive the vaccine at no cost. It is possible that healthcare professionals will charge for the cost of administering it.

The Space Force’s announcement last week that United Launch Alliance and SpaceX will launch expensive spy satellites and other military payloads brings a long and often fierce battle for government funds to an end — at least for now.

Why it matters: This type of government money — particularly in light of the economic downturn caused by the coronavirus pandemic — is key for space companies that often work on thin margins.

The state of play: ULA was awarded the bulk of the funds — $337 million — for two missions due to launch in 2022, with SpaceX winning $316 million for one mission launching that year.
